While I agree, it doesn't really stop that guy. He's impersonated check marks just as effectively as non verified accounts. People don't really look.

So how do we get him permanently banned?

Probably someone would have to file a lawsuit against him for impersonating or cease and desist. It would be helpful if others joined with receipts of him targeting minors.
