Why didn’t he just pick someone to fill the seat until the general election in November? Reps run every two years. Republicans and democrats will still hold their primaries as usual. This makes zero sense.

Then it's definitely *not* a special election. The primary and general election will just be held according to the schedule they are always held. Unless they're also holding separate elections to fill the position through the end of 2018 along with filling the next term.

And reading the press release, wow, it looks like they really are holding two elections for the same seat both days. One to fill the office from election day to the beginning of January, and one for the two years after that. What a waste.
