New budget year begins October 1st. Reconciliation can only be used once each budget year. GOP needs it for tax cut this year.

I think the odds of McConnell & Co. ignoring the parliamentarian are quite high.

The thing is, that would functionally kill the filibuster, which they don't want to do.
