Even if you disagree with the paper, that paper may still have added meaningfully to a debate. Also, academia is a sufficiently toxic environment already without negative citation wars between opposing factions.

There is no way this can be gamed.

Lots of challenges, obviously. But it’s worth thinking about. Three further ideas: (1) could add a neutral cite: {-1, 0, 1}. (2) could make it graded: [-1, 1]. (3) could leave these judgments and thus the building of the E/I graph of the literature to the open reviewers.
