        Voyager can and DID do 115200b/sec (actually 230400b/sec, the symbol rates are half the bitrates due to being Viterbi 7/2 coded) at Jupiter.

        As you get further away from a receiver inverse-square law gives you path loss, so at high bitrates there isn't enough energy \
