The mall could be an outdoor market where people can CHEAPLY rent the spaces there as outdoor-only (less energy use) and sell handmade arts/crafts/housewares/food for cheap or even take cultural/art classes. A childcare center there can make it easier for parents to participate.

Abandoned garment factories is tough because infrastucture there seems weakened by the passing of time but maybe there could be a trades academy hub where locals can sign up to learn mechanics or even HVAC and go to the specific hub for it. Each old factory can function as that.

That abandoned building near the airport can be a homeless shelter, a temporary housing area for those transitioning from homelessness after natural disasters, or maybe even a hostel for visiting families who can't be accomodated in their family's homes. I have so many ideas.
