Both of them have issues with colonialist language. Hawai'i is "50% blood quantum". Guam is “any person who became a U.S. citizen by virtue of the authority and enactment of the Organic Act of Guam or descendants of such person.”

There was a lawsuit in the past too that was settled this year. "The 2017 lawsuit by the feds asks the court to prohibit local govt officials from refusing to rent or sell dwellings to any person based on race or national origin."
