I ordered a Milk Tea from Winchell’s and watched the girl fill a blender with ice, water and some powder. Why did I think my drink would have milk or tea???

Hate to break it to you, but many places on Guam do powder-based "tea" drinks that are basically milkfat + sugar. My work is one of the few (if not the only) one I know doing chai from actual tea leaves, not powder.

Yeahhhhh I'm iffy on powder-based anything tbh. If you read the ingredients list you would not want their stuff as often. The only exception I make is for anything from Coffee Bean & Tea Leaf bc I love their vanilla & hazelnut creaminess, & I put it in my americanos sans milk!

The powder, if for a blended drink, is mostly there to stabilize the blend and make it of a homogenous consistency. Otherwise, you would need a granita machine to continuously mix it, but that would require lots of sugar and milk for stabilizing instead.
