Idk about residents getting a heads-up for FPCON, I never receive anything for that. We receive it for any trainings going on needing public advisories. I would say in 2020 there's been a huge uptick in trainings in general but especially at-sea trainings. This week, 5 are at sea

And 3 are on land. And by land that could mean Farallon de Medinilla, which one of these trainings are. And they don't necessarily last one day. They could be up to 4-5 days even. So that's eight trainings of a 2 days per training just for this week. Last week was the same.

Another thing is in 2015 (and maybe a few other times who knows) they have been caught using sonar on days when they didn't issue a public advisory. So it cant be ruled out that they only use sonar & kill whales on non-training days. They even denied it until video proof surfaced
