I've been trying to rack my memory for years about this but you know what, I think fried titiyas is more of a Guam thing in my experience bc for the life of me I don't remember ever seeing or having that in NMI! I haven't tried it done well tho. Almost broke my teef @ Terry's

Tbh it could also be a “western” take because I didn’t grow up with it either and only saw it become mainstream because local restaurants started serving it- probably because most people prefer flour too
