Question: to take part in this assistance would we need to have filed our taxes for 2018/2019? Or would it be ultimately on the information filled out by our employers on HireGuam to determine whether we qualify?

You'll apply for unemployment assistance through the Guam Dept. of Labor! The agency will have applications available in 2-3 weeks, according to the director. Once you apply, your info will be cross-referenced with employers' HireGuam info, but you still need to apply yourself.
