The government really needs to start an agricultural program like now using all the land they have authority over. Create a sustainable food plan and jobs for those out of work. Guahån needs to feed itself not wait for outside help.

Switch off maybe. Have a stake in there with your time slot? We would need to coordinate this well but its not very hard, just different. Innovation is necessary to keep the people fed soon.
