Ahh, if you go through the process of applying and actually qualify for Section 8 housing, that's the closest you can get to a "local rate". And the places that offer it are just...sad. Bad neighborhoods, crappy old apartments, etc.

Imo I want my friends, indigenous and settlers, to own land. I am not ok with corporations, or non-residents owning land. Set a residency requirement. It could help keeping prices down, it could not, but this system on Guam isn't it.
