Ahh, if you go through the process of applying and actually qualify for Section 8 housing, that's the closest you can get to a "local rate". And the places that offer it are just...sad. Bad neighborhoods, crappy old apartments, etc.

You know, comjng from Saipan which has a law that only people of NMI descent can own land, seeing that many of the homeless population on Guam were actually local, it broke my heart. It still breaks my heart. You compare this to LA but I compare it to CNMI.

Not saying anything wrong with the idea, but wouldn’t a lot of the people who literally grew up here in Guam who are Filipino with no Chamorro roots be screwed? Or is that something that would be taken into consideration with “decolonization”?

Well the thing is, if you decolonize, then you get to decide who gets access to things like land ownership. I would assume that having the person have residency on Guam for a certain number of years would include settlers like the ones who grew up on Guam and have Guam roots.

Guam is more Westernized in that sense. To me the problem with free ownership or no residency requirement means people with money get to decide who owns the land and it drives prices up and allows Mark Zuckerburgs to swoop in and snatch swaths of land up, develop it & charge more

Also as with anything, there should be more of a list of solutions or FAQ. Too many misinformed people out there that don’t see any benefits for those outside of the bloodlines of Being Chamorro.
