You know what boils my blood? The fact that the military made it HARDER for anyone NOT tech-savvy (aka the group it DEFINITELY AFFECTS) to comment! "To submit a comment, email: david.b.olson@usace.army.mil. Include the docket number, COE-2018-0005, in the subject line"https://twitter.com/kuamnews/status/1085008921092190209 …
Also wow guys, whoever equated "not being tech-savvy" to being "dumb"?? Do you call your grandpa dumb for not knowing how to email? Many fishermen are simply not tech-savvy. Which could be for a number of reasons that people who aren't familiar with Guam would not understand.

No. Ask for assistance if that concerned from a grandchild. It's high time to accept personal responsibility. Again, it's 2019 and many older folks use the internet. Don't put words in my mouth "dumb" was never mentioned.

You're right. "Intelligent enough to send an email" was what you said. "Too dumb to understand how to email" was what the other guy said. They sound pretty similar to me.pic.twitter.com/gk8fXZL73m

Been here longer than you've probably been alive. So I am very familiar with the many excuses that are used to progress livelihoods.

Every grandpa and grandma from where I come from at least know how to chickenpeck type an email. Or at least care enough about a situation to ask someone for help with typing an email.
