How about getting them a house first. Something like 20% of foster youth become homeless as soon as they turn 18.

Why not do all three: Get them into a job training program, pay them for it and provide housing they can afford?

One size fits all usually fits none. The flexibility is the benefit, give these kids with no family a little safety net, and a chance to make a mistake, start one gig, maybe it’s wrong, find another. The way people who have parents with a couch you can always sleep on can.
