There was never any rationale. "Americans won't do those jobs." translates to "Americans won't do those jobs for the shit wages I want to pay." Amazing how so many of these Chamber of Commerce types forget basic economics when it suits them.

h-1b is about Cheap labor and not about where they are from. They are asking US citizens of Indian origin with 20 years at same company to train their h-1b replacement. that is a total shame and abuse of h-1b visas. Time to reform h-1b EB and f-1 visa rules and procedures.

There never was. A ‘labor shortage’ is a complete fiction. No free market system even recognizes its existence. Try telling a doctor or a lawyer that there is a shortage of their profession because they make too much.
