Why are they still doing this?

Technically they have 7 days from the issuance of the order to stop, but even that has exceptions to it.

Until there's a "power sharing" agreement in the Senate and/or the appropriate cabinet member is confirmed expect more of the same

So he lied?

I believe his order was for immediate stop but no more than 7 days. They will probably try to get every inch they can in 7 days so they can charge for it. The site of this is heartbreaking.
