The actual question is, are the Oslo Accords still in force? Or is Israel still the occupying power? Most of the world believes Israel is the occupying power because it acts as the occupying power. Which makes Israel responsible for vaccinating West Bank Palestinians.

if you want to look at actual actions then consider that the PA had been running the health system, and vaccinating Palestinians, since the accords were signed and to this day. Do they get to through up their hands now, in the midst of a pandemic, and say they weren't all along?
