That’s not sewage either. It’s dirty standing water. Perfect breeding ground for mosquitos. There’s thousands of these spots that have no drain system. Tree roots construction sites illegal dumping all stop gravity. FYI

I did three times with LA 311 they do t want to come clean it up ? I called. Vector Control they came out and looked at it sprayed it and said call 311 and it told them I did already. So who do I actually need to contact? Please tell me and I’ll send it today within 1 hour
