Who says it can't happen in the future? I never give up hope on dream characters getting in Smash in the future. Even if it doesn't happen now, that doesn't mean that they don't have another chance later down the line!

Even if they are an obscure character, they still have their chances regardless. No matter the character, you should never give up hope. "Even if there's only a one-in-a-billion chance of victory, that means there's a one-in-a-billion chance of turning the tables completely."
