Those words are based on English law from the 1600s. In 1781 when the words were ratified the best rifleman could fire 3 rounds a minute with a weapon with 1/3 the muzzle velocity of the AR-15.

You make our point! When the government could fire 3 rounds a minute, WE needed to be able to fire 3 rounds. Now, they have the M-16 (the full auto (machine gun)version) and we are settling for semi-auto. We’re being very reasonable. That’s why we won’t budge.

“A well regulated militia...” was stripped out by SCOTUS in 2008. But even Antonin Scalia said Congress could enact gun control laws that would be Constitutional.
