@KyleBosman @TrailerJones I always put the swimming/surfing context in Pokemon like swimming the English channel. Not everyone can do that.
but none of those English Channel swimmers are just hovering there all day, shouting at you and having battles

I'm sure they would if the channel traffic was mainly Pkmn and humans rather than giant cargo ships and ferries.
