Probably the overall time to get the train up and running is spec'ed, maybe not every subsystem in particular. But if it really takes an hour to boot, somebody is hopefully already working manically on it, as it's just embarrassing.

I was working with Sun servers a while ago, they took about 12-14 minutes to boot, and we were all but wondering through the boot sequence ... "What do you think it's doing now?" That was already unacceptably slow.
