Looks like a tough exchange: Putin repeated to the Finnish president his demand for ’security guarantees’ incl no further enlargement of NATO, and wants this on the agenda of OSCE conference in Helsinki 2025. What a manipulation of European security norms.

This week we’ve seen the worst ghosts of history unleashed again in CE Europe. Many references to Munich and Yalta. Is there any reason to expect Biden would actually agree to anything like a division of Europe into spheres of influence? /thread

In terms of foreign and security policy, Finland's decision to buy F-35's represents continuity. The most extensive track of the robust Finnish-US ties has so far been materiel cooperation. The relationship will remain strong and will likely further intensify in the future .

Place this in the broader context of US reassessing its foreign policy priorities and global commitments - no wonder Putin feels like testing transatlantic unity and resolve. This week Russia got very mixed signals. /end

One conclusion to be made is that we see a pattern of Biden disregarding various sensitivities of European allies, which creates unnecessary tensions and mistrust at a time when transatlantic unity is badly needed. This spoils his simultaneous efforts to actually build unity.

The idea to talk about Russia-NATO relations among selected big powers obviously makes matters worse. Even involvement of Poland would not change the fundamental problem of creating a big-power format to talk about security of the whole of NATO + Europe.

Hardly, although US readiness to negotiate with Russia about “Russia’s concern relative to NATO writ large, and whether or not we could work out any accommodations” does sound deeply disturbing.

Nervous chatter in CE Europe about Biden's decision to hold talks with Russia and "at least four major NATO allies" on Russia's "concerns relative to NATO", possibly to "work out any accommodations." Why the nervous chatter? Quick thoughts in 10 tweets below.

Lots of commentary on the latest Biden-Putin call claimed it a win for Putin that it happened. But looking at substance and messages, it doesn't look like a loss for the US, Europe or Ukraine. Dialogue as such is not a concession and its substance doesn't need to be concessions.
