Once again, this admin seeks to violate the rules to promote its political agenda. Joe Arpaio is not above the law nor eligible for pardon.

He is eligible. Pardon power is not limited to the DOJ process, and plenty of pardons have been outside it. (Still a bad idea here, though.)
