For over 230 yrs, all 3 branches of Government have respected the fundamental rule that the apportionment of House seats must be based on the total number of persons residing in each State. This should not be a challenging case for any Justice who respects the constitution.
Though an undocumented person may be living off the land.. does that comport their being a defined as a "person" .. is the argument .. maybe falsely .. but in some' minds .. there is that lingering question
