Why was this discriminatory? Cuyahoga Cty: over 850K reg'd voters Franklin Cty: over 850K reg'd voters Vinton Cty: 8,300 mostly white voters Under this scheme, they all get 1 drop box. This ban had a particularly stark impact on Black voters in Ohio's major population centers.
