This appears to be more complex than arbitrator overreach. The article refers in essence to police union contracts with standard union clauses abt arbitration & “just cause” termination. This Dems like an issue of police unions (and must be limited to police unions).

Police Unions almost all the time get fired officers their job back, regardless of their misbehavior even in cases of murder. This is always done secretively. These officers get either the same job or even a high ranking position after sometime murdering a civilian.
