There’s an investigative report that I watched last year on this very topic. It was cringe worthy. Some found to be non-licensed. I can’t remember for the life of me who did it or what it was called. I’ll see if I can find it.
Everyone should know that “if you can talk, you can breathe” is false. Only a small amount of air, either remaining in the lungs after exhalation or laboriously gasped against resistance, is needed to make speech sounds, but small gasps of air won't prevent suffocation.
