I tried to get a law passed in IA the bill died in cmte every time, in part bc DOC said it didn't happen in IA even though they had sent me an email explicitly detailing how they shackle pregnant women in prison.
Pregnant inmates held at local and state jails remain at the mercy of guards who choose how to control their movement and the movement of their unborn children. A few years ago DOC said they updated the policy but it has big loopholes and doesn't prevent local counties and jails from shackling pregnant inmates. It amazes me how neither party in Iowa has felt the need to outlaw this practice.
