What if they see it as simply rural areas not wanting to cede more power to urban areas? Would they consider that a legitimate reason or also see that as unconstitutional?

SCOTUS would have to disregard the existing imbalance of electoral & governmental power held by rural areas over urban areas. And they may do that, given their current bent.

Yes, probably but also to frighten immigrants and others to not file the questionnaire so that the population count is smaller. Which will cause the states to get less federal dollars for their constituent's.
