I don't think this is so much a "state's rights issue" as it's tied to Federal Jurisdiction. Consent decree came out of Obama era DOJ finding that CPD was in dire need of reform, then Trump era DOJ did nothing, so IL AG picked up the ball & brought it before a Federal Judge.

The point about “state’s rights” is made tongue in cheek. Just underscoring the hypocrisy of Sessions’ position.
