Good thing its primary place is in a deck that's happiest when its best play is hero power, pass then. ;)
If the card said, “ At the Start of the Game” it would see play. Currently, the type of minions you would want to run to support this card, don’t really exist. Cool flavor though

There's going to be draw RNG, sure, but if you're playing control, you have things like Northshire Cleric, Stonehill Defender, Primordial Drake, Obsidian Statue, Tar Creeper, maybe even Tortollan Shellraiser or Ysera. You don't need to go out of your way to find cards for it.

I think even if it only upgrades a few of those on average that's still fine. It's probably a close call between that and Elise as far as late game value is concerned.
