It's easy to change your battlenet setting and login to china server, but it's hard to register an account if you can't read Chinese. And I believe it's absolutely legal for everyone play on cn server and stream it. You won't get banned.

The China battlenet is different with EU/NA/APAC battlenet, but you can register on Chinese one with your original email
