I said Mogu originally also, and then it was pointed out to me that Mutate was Rise of Shadows and isn't rotating so that's a big nope.

Because it was already an issue in standard even without Evolve, and nothing’s changing significantly in standard that would alleviate the problem that combo presented.

In order for a Year of the Dragon card to get unnerfed without rotating, the cards that abused it would need to rotate. Like Invocation of Frost seems like a good candidate because most of the cards that abused it (Spirit of the Frog, Zentimo, Electra Stormsurge) rotate.
