It's actually not so simple. If the victim is in serious danger, the chance of a stranger responding actually increases with the number of bystanders (http://onlinelibrary.wiley.com/doi/10.1002/ejsp.297/abstract;jsessionid=D5DBB79E87816455397B4BE28A0910A0.f04t03 …). Whereas if the danger is not so serious, the "bystander effect" occurs.
