Someone linked the Wordpress process, and it isn't like this. Someone complains; they take it down. The creator objects, and then Wordpress reviews to see if it looks legit, and if it looks legit they restore, and let the complainer take the next step.https://en.support.wordpress.com/our-dmca-process/ …

Don't quote me on this but- If a company claims violation of fair use, then it's up to the creator to contest this. Then Youtube looks at the video in question and if they still say it's not fair use and the creator wants to contest again, then the company itself gets to decide.

Nah YouTube doesn't even check, appeals go directly back to the entity that claimed it in the first place

UMG claims copyright infringement/DMCA. YouTube relays the takedown notice to the creator while disabling the content in question. Creator can file counter-notice and UMG has 30 days to take you to court; if they don't, the content is restored.

YouTube doesn't make any determination on what is "fair use" because of safe harbor. They would open themselves up to liability if they pick sides.

Because fair use is not something that saves you from getting claimed, it’s just something you can use in court as a defense. YouTube doesn’t want to be the one to decide what is fair use Bec legally that’s not their job. I guess?
