International student tests do not have large enough samples to estimate hundreds of subnational units. One has to rely on local data, e.g. primary school tests.

It’s very unlikely to find county-level data. You might find some province-level data (31 provinces), yet mostly in Farsi. Most provinces can be considered culturally homogeneous.

I'm trying to get researchers in these regional studies to go away from small n studies using the first level units. Hence, I'm nearly exclusively interested countries with second level units. Thanks for input. If you do happen to find some data, let me know!
