Computerization led to district gerrymandering on a micro targeting level. Job security for incumbents. Ain't going to change unless we change gerrymandering. Doesn't really affect the Senate since boundaries are state boundaries.

The rise of 24/7 cable news in the 90’s, the Internet, blogs, smartphones, and social media probably helped. People can more easily confirm their prior viewpoints. Politicians are in constant tactical reactive mode. Thoughtful bipartisanship has low short-term ROI.
