I would say that the default is that the difference between groups is the same as the difference between individuals. The burden of proof is on the one who says a particular group heritability deviates from the general heritability.

That's essentially what Jensen wrote as well (default hypothesis). I think one could review animal studies of cross-fostering to get a good prior on the between group heritability. This was done e.g. for Siberian fox experiment. AFAIK, no hereditarian has done this.pic.twitter.com/zcU3nJ7J3k
