Right, but then the Wiki article also says ppl "below IQ 80" were newly admitted. 30th is not IQ 80, I think.

10th centile is 80 IQ (in R, use `qnorm(.1, 100, 15)`). I don't think they admitted people under 80 because that's illegal. But maybe that was a later law. I haven't read the book yet. Apparently, military experience for them seems to make them worse off. https://eric.ed.gov/?id=ED366751

Right, 10th is 80, but the article is contradictory on this. Also, I find it hard to imagine the old rules excluded almost 1/3 of ppl

Might be done. Presumably a lot of Blacks were among the less able, so this would have increased the Black%, thus giving a racial element to the story that the media can use.

No. I'd say it was a mixture of people being decreasingly willing to fight the Cold War and the feeling Vietnam itself wasn't worth it. More the first than the second.
