It's bad, but maybe not -as bad- as this. If there's a stable, genetically unmixed native population, those high IQ individuals will continue to exist (all other things being equal) since the native IQ distribution remains unchanged by introduction of the lower IQ immigrants.
Fertility rates say "no" to this idea. But could be fixed perhaps if govt wanted to. Apparently, govt doesn't want to or too incompetent.
