How much of this decline in piagetian tasks is "brain drain" in respective areas/schools.

Versus differential fertility between social classes. Has this been studied much? My assumption that Europe/UK has a much stronger negative fertility/social class association than US whites (part of why their PMs don't have kids anymore) but I haven't looked very closely at it.
