Right! I'm looking at it more from the perspective of someone setting the policy. "If we accept only people with certain degrees, do we gain anything more from also putting limits on specific countries?" Answer seems to be "Yes, but education gets you much of the way there."
Optimal policy is to test all individuals for job relevant characteristics, including applied skills (e.g. programming, carpentry), English and intelligence. This would presumably completely remove validity of country of origin.
