      race/ethnicity and 2) I couldn't find a crosstab reason for incarceration x nationality and getting my hands on the raw data would be very complicated, because the French government makes that very hard.

      The reason is presumably that the data includes a lot of people without permanent residence in France who were caught for crimes. There's a lot of East Euro people who drive to rich countries to do break-ins. This is also seen in Danish data of this sort.

          These people don't contribute to the population count, but do contribute to the incarceration count, resulting in some very wild ratios for some countries. Unfortunately, not really easy to adjust for this issue.

          I think it's probably a factor and that the fact that Romas commit a lot of crimes against tourists, which leads politicians to pressure cops to prioritize them.
