No specific proposals, but use google and you will find some. More importantly: if they had made the situation public, millions of brains would have worked on the problem and _maybe_ suggested useful solutions. This is an obvious case where crowdsourcing ideas might work.

Myself, I would be more inclined to close the coffers of benefits, as well as offer monetary rewards to later generations to go back for a one time amount of money.
