        It is closer to being true that "only in the USA" could an ACLU sue the government and win such a case, than that "only in the USA" is the law hidden for the benefit of politicians.

        Not true. The laws are not copyrighted. The annotations are, but the annotations are not law.

        (Note: I am not a lawyer) From the State's filing: "These annotations include synopses of cases that interpret the O.C.G.A., summaries of Opinions of the Attorney General of Georgia, and summaries of research references related to the O.C.G.A."

        My understanding is that they are similar to the sorts of annotations made by third-parties such as LexisNexis for other state and federal bodies of law. Those annotations are copyrightable and owned by the third parties, and sold to lawyers.

        Lawyers researching legal issues find these sorts of summaries helpful (or sometimes not so much, I've been told), but they are in no way any part of the law. Anyone can write them and sell them.

        The fact that Georgia has an "official" set of annotations to the Georgia code in no way makes those annotations part of the code or carry the force of law. They're no more essential to the public than any other set of third-party annotations of the same laws would be.
