Of course he's expressing an opinion. He says we don't know how to raise cognitive ability. That is just not true.

But that is not at issue. Quite clear we can ++ raise children's ability, much less clear we can yet consistently raise aptitude, i.e. IQ

Aptitude is potential ability, which may or may not be currently expressed. Ability is being able, at a point in time, to do something.

Better to call these "skills". One can obviously raise skills, e.g. teach people to program. But no strong evidence one can raise GCA.
