One example would be welfare only for people who take part. There are many other possible financial coercions with less impact on the rich.

There's a whole continuum of such policies. I don't think one can just rule them all out immediately. Calling them coercive is slippery.

Well. Even the mildest coercion can be slippery too. I agree, however, that, as with many laws, a continuum has to be made binary somewhere.
